Shirley advises US-based multinational clients on structuring of foreign operations, choice of jurisdictions for holding company setup, restructuring of intercompany stockholding and operational relationships, subpart F analysis, U.S. and foreign withholding tax and foreign tax credit issues, entity classification planning and tax treaty issues. Other than international tax issues, Shirley also advises on domestic issues such as consolidated return rules, dual consolidated loss, and accounting method changes. In addition to US clients’ outbound investments and operations, she also counsels foreign clients on structuring inbound U.S. operations including entity classification planning, debt and equity funding structures, repatriation strategies, cross-border withholding tax planning, hybrid entities’ entitlement to tax treaty benefits, permanent establishment issues, REIT, FIRPTA, and state and local tax planning pertinent to foreign entities. Shirley’s client experience covers a broad range of industries including software, manufacturing, distribution, retail, transportation, natural resources, sovereign wealth funds, and financial and legal services.

Prior to joining Weber and Company Inc., Shirley was the Lead Tax Partner in charge of the U.S. Corporate Tax Group of KPMG Greater Vancouver area in Canada. She has also served with KPMG International Corporate Tax Services in San Francisco, California and KPMG Washington National Tax in Washington, D.C. Shirley is a frequent speaker and writer on a wide range of US tax topics.
